En política, para menospreciar, ningunear, intentar debilitar a otro candidato o candidatura basándose en mentiras, maquinaciones subjetivas o terapias de hipnosis singulares;  hay que ser o muy inteligente o gozar del suficiente y demostrado crédito. Cuestión esta que, de momento, brilla por su ausencia. PSOE, PP y PA, durante los últimos años han estado chupando del bote -todos han cobrado (dinero físico)- y si la precariedad económica del Ayuntamiento es manifiesta, mucho más lo es la sus pobladores que con digno y noble criterio se siente estafados.

En Centro Democrático  Liberal (CDL) lo primero es la persona de ahí que todas y cada una de las medidas que se adopten tienen que pasar el "filtro" de la comisión gestora que, en su día y para cada una, designe el pueblo, o sea, consultiva y participativa. 
Hoy, un valiente, un limpio -demostrado-, un luchador del pueblo, un exalcalde de Zurgena; nos aclara el rumor, más bien la mentira a la que tanto dirigentes políticos locales como provinciales han tratado de inculcar a los zurgeneros.

  ¿ES O NO ES URBANA "LA ALFOQUÍA"?

Datos y argumentos sobre urbanismo en Zurgena.
          El núcleo de la Alfoquía tiene aprobada su delimitación de suelo urbano (DSU) por pleno del Ayuntamiento de Zurgena y en la misma sesión plenaria que la de Zurgena (Casco).

Los solares de La Alfoquía pagan Impuesto de Bienes e Inmuebles (IBI) - lo que, comúnmente, llamamos arbitrios, contribución, etc- desde 1974; valga como prueba la construcción de una depuradora para el alcantarillado en 1976. Por tanto, ambos núcleos de población (Pueblo y Estación) contribuyen de igual forma a las arcas municipales. Carece de crédito el infundado rumor de que el pueblo, si; La Alfoquía, no.


             El Ayuntamiento de estas cuatro últimas legislaturas se empecina en NO reconocer que el núcleo de La Alfoquía  tiene su delimitación de suelo urbano (DSU) desde mediados los 70: ¡Ojo al dato¡ Pero si incluyen en el presupuesto anual la recaudación de éste ingreso recurrente. Por lo que el Ayuntamiento, sencillamente,  estafa a los dueños de esos bienes.
         
             ¿Por qué no han dado licencia de obras en los mencionados solares de la Alfoquía y si en terreno rústico a lo largo y ancho del término municipal? No tengo la menor duda, EL PELOTAZO. Lo legal y ya aprobado, no se puede viciar; lo ilegal o a falta de aprobación, si.


A raíz de la aprobación de la DSU el MOPU aprobó 30 viviendas sociales en el Barrio de la Cruz. ¿verdad?

A raíz de la misma DSU, también, el MOPU aprobó 90 viviendas sociales en la Alfoquía, 
¿ éstas si son ilegales? Es la misma fuente y el mismo ente público. 

Se hizo un Colegio Público ¿Es ilegal? ¿hay que derribarlo?
Las más de 300 viviendas construidas entre 1975 y 1985 ¿Son ilegales, pendientes de derribo?

La viviendas con más de 70 años ¿son ilegales? Y las que construyeron los árabes ¿Son ilegales? ¿Las derribamos?


          En 1987 y a requerimiento de la Administración Estatal, el Ayuntamiento, aprobó el precio/m2 de solares en La Alfoquia, según categoría y ubicación de las calles, lo que originó su valor catastral. Si no era suelo urbano ¿para qué se hizo?.


          El hecho real a tener en cuenta para un Plan General de Ordenación Urbana (PGOU) en lo que afecta al núcleo de La Alfoquía es que existe una DSU consolidada, dotada según Ley de todos los servicios que lo catalogan como suelo urbano: Por lo que, stica y administrativamente ES SUELO URBANO.  Por lo que en un PGOU no se puede obviar esta realidad urbanística con unos derechos adquiridos de más de 40 años, ya "tratar de meter" en el mismo saco lo rustico y lo urbano, ES UN DELITO TIPICADO EN EL CÓDIGO PENAL.

         Como que La Alfoquía ha pagado en estos 40 años, además del IBI , las distintas contribuciones especiales, red de abastecimiento, alumbrado público, etc. tanto políticos locales, como los provinciales -afianzados por la Junta- miente descaradamente, además de estar cometiendo un delito de prevaricación.....veremos si de cohecho.

IS LA ALFOQUÍA URBAN LAND OR NOT?

In politics, in order to disparage, ignore, or attempt to weaken another candidate or political candidacy on the basis of lies, subjective scheming, or peculiar forms of hypnotic persuasion, one must either be very intelligent or enjoy sufficient and proven credibility. At present, however, such credibility is conspicuous by its absence.

The PSOE, PP and PA, over the last few years, have all been feeding from the public trough — all of them have been paid (actual money) — and if the Town Council’s financial difficulties are evident, even more evident is the hardship suffered by its residents, who, with justified and honourable reasoning, feel that they have been deceived.

At the Liberal Democratic Centre (CDL), the individual comes first. Therefore, each and every measure adopted must pass through the “filter” of a management committee appointed, for each specific matter and at the appropriate time, by the people themselves; in other words, a consultative and participatory system.

Today, a courageous man, a man of proven integrity, a fighter for the people and a former Mayor of Zurgena, clarifies for us the rumour — or rather, the lie — that both local and provincial political leaders have tried so hard to instil in the people of Zurgena.

IS “LA ALFOQUÍA” URBAN LAND OR NOT?

Facts and arguments concerning urban planning in Zurgena

The settlement of La Alfoquía has an approved Urban Land Delimitation (DSU), passed by the plenary session of Zurgena Town Council in the same council meeting in which the corresponding delimitation for Zurgena town centre was approved.

Building plots in La Alfoquía have paid Property Tax (IBI) — what we commonly call local rates, property contributions, etc. — since 1974. As evidence of this, a sewage treatment plant was built for the sewerage system in 1976. Therefore, both population centres (the Town and the Station district) contribute equally to the municipal coffers. The unfounded rumour that Zurgena town is urban land but La Alfoquía is not has no credibility whatsoever.

For the last four municipal terms, the Town Council has stubbornly REFUSED to acknowledge that the settlement of La Alfoquía has had its Urban Land Delimitation (DSU) since the mid-1970s. Take note of this! And yet the Council includes the revenue from this recurring tax in its annual budget. Therefore, quite simply, the Town Council is defrauding the owners of these properties.

Why have building permits not been granted for the aforementioned plots in La Alfoquía, while permits have been granted on rural land throughout the municipality? I have not the slightest doubt: PROPERTY SPECULATION AND PROFITEERING. Something that is legal and has already been approved cannot be manipulated in the same way; something illegal or still awaiting approval can.

Following the approval of the DSU, the MOPU [Ministry of Public Works and Urban Planning] approved 30 social housing units in the Barrio de la Cruz. Is that not true?

Following that very same DSU, the MOPU also approved 90 social housing units in La Alfoquía.
Are these, then, illegal? They came from the same source and were approved by the same public authority.

A public school was built. Is it illegal? Must it be demolished?

What about the more than 300 homes built between 1975 and 1985? Are they illegal and awaiting demolition?

What about houses that are more than 70 years old? Are they illegal? And what about those built by the Arabs? Are they illegal? Shall we demolish them too?

In 1987, at the request of the State Administration, the Town Council approved the price per square metre of building plots in La Alfoquía according to the category and location of the streets, which gave rise to their cadastral value. If it was not urban land, why was this done?

The actual fact that must be taken into account in any General Urban Development Plan (PGOU) insofar as it affects the settlement of La Alfoquía is that there is an established and consolidated DSU, provided, in accordance with the law, with all the services required for it to be classified as urban land.

Therefore, from both an urban-planning and administrative standpoint, IT IS URBAN LAND.

Consequently, a PGOU cannot disregard this urban-planning reality, together with the rights acquired over more than 40 years. Attempting to “put” rural and urban land into the same category IS AN OFFENCE DEFINED IN THE CRIMINAL CODE.

Given that La Alfoquía has paid, throughout these 40 years, not only IBI property tax but also the various special assessments for the water-supply network, public street lighting, etc., both local and provincial politicians — backed by the Regional Government of Andalusia — are blatantly lying, in addition to committing the criminal offence of misconduct in public office (prevaricación)… We shall see whether bribery (cohecho) is involved as well.

         As to the Alfoquia paid in 40 years, in addition to IBI, the various special taxes, supply network, street lighting, etc.politicians both local and provincial-entrenched by the Board-lying shamelessly, as well be committing a crime of malfeasance ..... see if bribery.
